Publications
Tjaco van den Hout has published a number of articles in law journals and newspapers during his 9 years as secretary-general of the Permanent Court of Arbitration (PCA) the majority of which concern international dispute resolution and inter-State arbitration.
He initiated the release of a number of publications, including the Peace Palace Papers Series, emanating from scholarly discourse at seminars organised by the PCA on a wide range of topics including the "resolution of international water disputes" and the "settlement of cultural property disputes", published by Kluwer Law International. Two books, entitled "Multiparty arbitration" and "Redressing injustices through mass claims processes" respectively, were published by Oxford University Press.
Later, as Netherlands ambassador to Thailand, he wrote several articles pertaining to human rights issues that were published in The Bangkok Post. The International Crisis Group made reference to two, dealing with lèse majesté and the freedom of expression, in its July 2010 report "Bridging Thailand's Deep Divide". Another one of his articles in The Bangkok Post, published in February 2013, followed an address he delivered in Bangkok to an EU-organised conference on the practice of freedom of expression in Europe, and can be seen here.
Tjaco van den Hout has been associated with the Latvian Institute of International Affairs (LIIA) ever since returning to Riga.
As a member of RGSL’s visiting faculty he has co-authored one of the chapters of The Cambridge History of International Law various volumes of which are scheduled to be published in the near future.
